UNOPS was established in 1974 as part of the United Nations Development Programme (UNDP) and became an independent organization in 1995.

The United Nations Development Programme (UNDP) and its executing agency, the United Nations Office for Project Services (UNOPS), play a special role in fostering peace building and co-operation in Cyprus, hence contributing to mutual understanding and facilitating a smooth transition to a functioning post-settlement structure.

The Bi-communal Development Programme which is funded by UNDP and the United States Agency for International Development (USAID), helps to foster relations between Greek Cypriots and Turkish Cypriots by helping them to conceive and implement projects of common interest. The programme has focused since 1998 on the following key sectors: public infrastructure, health, environment, economic development, governance and civil society, culture and education, and information and communication.

Since 2001, UNDP has also been responsible through UNOPS for the EU-funded programme Partnership for the Future, aimed at the rehabilitation of the old city of Nicosia in cooperation with the Nicosia Master Plan. In 2003, this programme extended the coverage of its technical assistance by providing direct support to the business communities on both sides of the island through targeted capacity-building activities and the provision of grant schemes for SMEs
