The COMNET Foundation for ICT Development is an independent Foundation whose mission is to help realise the transformational potential of Information and Communication Technolgies (ICT) for development, amongst Commonwealth and other developing countries. Established in the mid 90's, COMNET is a joint initiative of the Maltese Government and the Commonwealth Secretariat. COMNET also leads the Commonwealth Internet Governance Forum (CIGF) and the Commonwealth Connects Program. In the context of the latter, the Cyprus Neuroscience and Technology Institute and more specifically the Cyberethics: Cyprus Safer Internet Center has signed a Memorandum of Understanding, which formalizes their collaboration on Cyber Security and Cybercrime activities. The Cyprus team, in line with its Policy to Promote Cyprus as Peripheral Center thereby aspires to serve as liaison between the European Network of Safer Internet Centers[1],[2] and the Commonwealth.

The Initiative featured in at the Council of Europe’s Octopus Conference in Strasbourg, the International Cyber Security Protection Alliance’s Roundtable discussion on Cyber security in Washington and the Caribbean Ministerial forum on Cyber Security in Barbados.
